Queen`s, Belfast, had the honour of hosting the BLHC in 2021 as it is an important year in the “decade of centenarians” in Ireland, North and South, marking both the centenary of the opening of the Parliament of Northern Ireland in June 1921 and the signing of the Articles of Agreement for the Anglo-Irish Treaty in December 1921. which led to the creation of the Irish Free State. “It`s hopeless for the casual visitor to try to follow Chicago. He grows beyond his prophecies faster than he can do them,” Mark Twain wrote in 1883. The history of the city includes a rich catalogue of stories and conflicts: the Battle of Fort Dearborn in 1812; the presidential nomination of Abraham Lincoln in 1860; the Great Fire of 1871; the Haymarket case of 1886; the 1893 Colombian World`s Fair; and the 1968 Democratic National Convention, to name a few. Notable Chicagoland personalities include Jean Baptiste Point du Sable; Stephen A. Douglas; Ida B. Wells; Jane Addams; Clarence Darrow; Lorraine Hansberry; John Paul Stevens; and Hillary Rodham Clinton. The Fort Dearborn and du Sables trading posts, as well as the water tower, are a few blocks from the conference hotel. The Bar and Law Society of Northern Ireland accredited the conference for CPD purposes: please email Norma Dawson for more information on CPD grants: n.dawson@qub.ac.uk The hotel registration link is included in the conference registration confirmation email. Conference papers can examine the relationship between the law and constitutional amendment from a historical perspective.
The difficulty of defining constitutional amendments was highlighted by the Special Committee on Constitutional Change in its report The Process of Constitutional Change (HL Paper 177, 2011, para. 10), but they gave several examples, but were not exhaustive: parliamentary sovereignty; the rule of law and the rights and freedoms of individuals; the State of the Union; representative government; and membership in international organisations such as (then) the EU and the Commonwealth. Of course, these are just examples and the theme of the conference is interpreted in all its magnitude.
